The selected padres did not succeed in creating a consensus, and a certain amount of tension arose. The padres reached a compromise of sorts, but one which was not actually put into the draft: the role of the King would remain, but his veto would be limited to a period of three years. In this period, the padres could not propose a parliamentary reform which would affect the monarchical powers, and the king was not to make any decision whatsoever on constitutional matters.
The Parliament met again on March 14. The question of the oath was on the agenda, and it was time for the King to decide. He accepted the resignation of the ministers of his government, and he also accepted the commission of the padres, but declared that he would not take the oath. The padres were not happy with this. They wanted the King to resign and appoint a new government which would take the oath. But the King refused to do that: if the padres made him resign, he said, the public would never accept the draft of the Constitution. The members of Parliament were infuriated. They decided to keep the king at the head of the Parliament, as if nothing had happened.
The Spanish Parliament met in several sessions. In each session, as many as 240 deputies were in attendance, so about 200 people were present at any time. The first session was held on March 11, 1978. This was the first time that the newly elected deputies had met, and they did not know what to expect. They presented a motion for the convening of the Parliament, but it was not accepted. Another motion was presented, this time on the question of whether the president of the Parliament would take the oath or not. The members of the Parliament were split: some wanted the president to take the oath, while others wanted him to refuse. The Constitution would not be adopted, and the existing Parliament would meet again, so the members were sent home.
